Abstract

Tourism in Indonesia is a sector that has enormous potential to support a country's economy. One of the tours in the city of Surabaya is the Surabaya Zoo. The Surabaya Zoo in its management does not yet have optimal carrying capacity such as tourism management related to capital, accessibility, public facilities and infrastructure, and facilities, because the unavailability of unfavorable carrying capacity will result in non-optimal development, so that work is needed. together with the parties in it by applying the Collaborative Governance approach which is considered capable of realizing acceleration in the tourism area and the need for collaboration that will develop a tourism development, among others, by working together with the Government and the Private sector. The aim of this research is to find out collaborative governance in managing Surabaya Zoo tourism and the inhibiting and supporting factors in managing Surabaya Zoo tourism. This research uses descriptive qualitative method. The results of the study show that the Surabaya Zoo applies collaborative governance which is said to be effective and collaboration has also proven successful with the support of other Zoo parties by establishing friendship and providing input in management so that other Zoos develop each other. With this collaboration, the management carried out by the Surabaya Zoo has been running although in the process of course there must be obstacles but the Surabaya Zoo can get through it. The inhibiting factor in the Surabaya Zoo is that there are several obstacles in terms of facilities and infrastructure, namely the animal cages have not been repaired, while the supporting factors are that the Surabaya Zoo is able to provide promotions so that visitors are interested in traveling at the Surabaya Zoo.
