Abstract
Persons with disabilities are individuals who have physical or non-physical limitations that make a difference in living a social life and have the inability to carry out activities properly. However, educational facilities that are still minimal in each region result in difficulties for persons with disabilities accessing inclusive education. the only educational facility that can be utilized is through Special Schools (SLB) in their respective regions. Because of these obstacles, the Local Government is trying to overcome these obstacles by providing mobilization access to Special School Education facilities for persons with disabilities by providing supporting facilities accessibility for persons with disabilities, especially in Nganjuk Regency through Collaborative Governance in the Collaborative Student Transport with Disabilities program by the Nganjuk Transportation Agency, SLB Shanti Kosala Mas Trip and Bank Jatim. This research descriptive qualitative methods using Deseve's theory of successful collaboration, namely 1) Network Structure 2) Commitment to a Common Purpose 3) Trust Among Participants 4) Governance 5) Access to Authority 6) Distributive Accountability/Responsibility 7) Information Sharing 8) Access to Resources research results found that all indicators of collaborative success in the disability transportation program are quite effective but there are still some deficiencies that need to be improved so that the collaboration process is more effective and efficient.
