Abstract

Decree of the Head of the Surabaya City Fire and Rescue Service Number: 188.45/4428/436.7.6/2019 concerning 7 Minutes Response Time. In the implementation of the "ROTI 7 LAPIS" Program Service Collaboration as a Quick Action Effort carried out by the Surabaya City Fire and Rescue Service together with Regional Apparatus and other agencies in order to accelerate service and rescue of community complaints through the 112 command center to facilitate fast and precise handling in accordance with Surabaya Mayor Regulation Number 2 of 2023 concerning the Implementation of Command Center 112. The purpose of this study is to identify and analyze the service collaboration of the "ROTI 7 LAPIS" program as a quick action effort at the Surabaya City Fire and Rescue Department. This research uses a type of qualitative research with a qualitative descriptive approach method using the theory of Collaborative Governance according to Russell M. Linden (2002). The results of the study found that to increase and expand collaboration with partners or other parties in the concept of Collaborative Governance carried out by the Surabaya City Fire and Rescue Service, researchers also gave recommendations that there is a need for a periodic socialization process considering the community is still unfamiliar and does not understand about the innovation. The conclusion of this research is that based on the results of research discussed in the previous chapter, it can be concluded that the success of Collaborative Governance that has occurred in the process of implementing the "ROTI 7 LAPIS" program can be categorized quite well, but there are indicators that have not been effective in the theory of Collaborative Governance according to Rusell M.
