Abstract

In public services must create the latest innovations to improve the quality of service to the community. On July 1, 2022, the Surabaya City Population and Civil Registration Office developed e-Government in the form of a Surabaya City population administration registration application by launching a new application called Klampid New Generation (KNG). This has been regulated in the Minister of Home Affairs Regulation Number 7 of 2019 concerning Online Population Administration Services and Surabaya City Regional Regulation Number 6 of 2019 concerning the implementation of Population Administration. The purpose of this study is to determine and analyze the Implementation of Digital-Based Population Administration Service Policies in the Klampid New Generation Application of the Surabaya City Population and Civil Registration Office and to determine and analyze the inhibiting and supporting factors for the Implementation of Digital-Based Population Administration Service Policies in the Klampid New Generation Application of the Surabaya City Population and Civil Registration Office. This research uses qualitative research methods. Data collection techniques using interviews, observation and documentation. From the results of the research analysis regarding the implementation of digital population administration policies through the Klampid New Generation application which has been analyzed through indicators of policy implementation according to Van Meter and Van Horn according to the first indicator, the size and objectives of the policy are good, the policy objectives have been understood by the implementor and accepted by the community. Second, resources are good enough, in human resources and the budget is good enough.. Third, the characteristics of the implementing agency are good. Fourth, the disposition or attitude of the implementers is good, the attitude of the implementers includes the implementer's response consisting of three elements, namely the first cognition (understanding), policy response, and the intensity of the response is good. Fifth, inter-organizational communication is good enough. The conclusion obtained from the research shows that the implementation of digital-based population administration service policies in the Klampid New Generation application is very good, but there are several factors that need more attention such as the infrastructure of computer and network units, lack of citizen awareness, lack of citizen ability to digitize, and socialization that must be carried out consistently to Surabaya residents directly so that information about the Klampid New Generation application can be spread evenly.
