Abstract

Peran pemerintah ialah memberikan sebuah pelayanan, mengatur dan memperhatikan masyarakat serta menyelenggarakan pembangunan yang dapat mensejahterakan masyarakat. Pelayanan public adalah bagian terpenting dalam tata pemerintahan dengan tujuan membantu serta melayani masyarakat dalam bidang administrative, kesehatan, jasa maupun perizinan. Dinas Penanaman Modal merupakan modal merupakan pelayanan public dalam hal perizinan badan usaha. Penyelenggara pelayanan publik tentu tidak luput dari kritikan masyarakat. Pemerintahan yang baik dapat diwujudkan berkat adanya kerjasama yang solid antara penyelenggara dengan masyarakat. Dalam penyelenggaranya pemerintah dituntut untuk meningkatkan kualitas pelayanan publik melalui penyelenggaraan pemerintahan akuntabel. Tujuan dari adanya penelitian ini yaitu untuk mengetahui dan menganalisis strategi yang tepat bagi pengembangan potensi sebagai upaya Mengetahui strategi dari Dinas Penanaman Modal Pelayanan Terpadu Satu Pintu Kabupaten Mojokerto dalam meningkatkan pelayanan pelaksanaan OSS (Online Single Submission). Untuk mengetahui faktor pendukung dan penghambat dalam strategi Pelayanan Terpadu Satu Pintu di Dinas Penanaman Modal,terhadap program OSS (Online Single Submission). Berdasarkan hasil penelitian yang didapat dari hasil pengamatan lapangan dan wawancara, serta pembahasan analisis SWOT yang mengacu pada tujuan penelitian menganalisis strategi yang tepat bagi upaya mempermudah pelayanan di Dinas Penanaman Modal Pelyanan Terpadu Satu Pintu Kabupaten Mojokerto maka disimpulkan potensi yang berpeluang sebagai upaya mempermudah pelayanan yaitu menambah jumlah pegawai pelayanan hal ini akan lebih efisien dalam menerapkan sosialisasi kepada masyarakat, menyediakan fitur pelayanan Online Single Submission (OSS) dengan mobil keliling, mengadakan seminar terkait pembaruan Online Single Submission (OSS) kepada masyarakat setiap 2 bulan sekali, serta menarik minat bagi pelaku usaha yang mau berinvestasi di sektor industri dan pariwisata. Adapun beberapa strategi yang utama dalam upaya mempermudah pelayanan online di Dinas Penanaman Modal Pelayanan Terpadu Satu Pintu Kabupaten Mojokerto, yaitu: Menggunakan strategi, pemerintah Kabupaten Mojokerto perlu membangun mall pelayanan publik seperti yang ada di Kota Mojokerto dan menambah jumlah pegawai pelayanan, hal ini akan lebih efisien dalam menerapkan sosialisasi kepada masyarakat atau pelaku usaha dan akan mengurangi juga data pelayanan yang sering diajukan kepada pelaku usaha yaitu tentang Online Single Submission (OSS).
