Abstract

Untuk mencapai tujuan pembangunan nasional, desa merupakan agen pemerintah terdepan yang dapat menjangkau kelompok sasaran riil yang hendak disejahterakan, yaitu dengan membentuk suatu badan usaha yaitu Badan Usaha Milik Desa yang sesuai dengan permendagri nomor 39 tahun 2010 tentang badan usaha milik desa, yang menyebutkan bahwa guna meningkatkan kemampuan dan potensi keuangan pemerintah desa serta meningkatkan pendapatan masyarakat yakni bisa melalui perumusan berbagai kegiatan usaha ekonomi masyarakat pedesaan, mendirikan badan usaha milik desa sesuai kebutuhan serta potensi kekayaan desa. Metode penelitian yang digunakan ialah metode kualitatif dan jenis penelitian studi kasus, Teknik pengumpulan data yang digunakan ialah teknik wawancara, observasi dan dokumentasi. Analisis data menggunakan teknik Miles dan Humberman dengan model interaktif berupa mereduksi data, menyajikan data, serta penarikan kesimpulan. Hasil penelitian ini dari tata kelola yang diterapkan pada BUMDes Makmur Jaya milik Desa Sera Timur mampu meningkatkan perekonomian desa tentunya merujuk pada empat fungsi dasar manajemen (perencanaan, pengorganisasian, pelaksanaan, dan pengawasan) untuk menstrukturalisasi arah, tujuan dan sasaran BUMDes. Selain itu, unit usaha yang ada untuk meningkatkan perekonomian desa berupa unit fotocopy yang akan dijadikan sarana pemenuhan kebutuhan administrasi atau ATK warga serta unit simpan pinjam yang masih ditangguhkan sampai dengan waktu yang tidak ditentukan sebab kurangnya suntikan modal. Faktor penghambat dalam tata kelola Badan Usaha Milik Desa, yaitu keterbatasan modal (anggaran) dalam Mengembangkan Unit Usaha Badan Usaha Milik Desa (BUMDes) Makmur Jaya dan belum mendapatkan tempat milik BUMDes sendiri (masih berstatus sewa). Sebagian masyarakat juga terlihat tidak mendukung kegiatan usaha BUMDes Makmur Jaya dengan lebih memilih menggunakan jasa pada usaha lainnya.
