Abstract

Organisasi publik di Indonesia sejatinya telah mengalami banyak sekali perubahan sistem semenjak orde lama, orde baru hingga di era reformasi sekarang ini yang lebih menitik beratkan pada Good Governance sebagai suatu sistem manajemen di dalamnya, namun kinerja pegawai yang dinialai oleh masyarakat buruk, maka perlu dijalankan suatu menejemen yang berjangka pangjang terhadap perbaikan kinerja pegawai. Oleh karena itu manajemen strategi hadir sebagai bentuk perencanaan pendekatan secara keseluruhan kepada kinerja pegawai yang berkaitan dengan pelaksanaan gagasan, perencanaan dan akses sebuah aktivitas dalam kurun waktu tertentu. Sebagaimana tertuang dalam pendapat (Robbins, 2006:260-261) dalam Meningkatkan Kinerja pegawai terdapat komponen didalamnya yaitu: 1) Kualitas Kerja; 2) Kuantitas; 3) Ketetapan Waktu; 4) Efektivitas; 5) Kemandirian. Penelitian ini merupakan penelitian deskriptif dengan pendekatan kualitatif degan 2 (dua) fokus penelitian yaitu: 1) Bagaimana manajemen strategi BPSDM dalam upaya meningkatkan kinerja pegawai; 2) Apa saja hambatan yang dialami Badan Pengembangan Sumber Daya Manusia Provinsi Jawa Timur dalam upaya meningkatkan kinerja pegawai pada Bidang Manajerial BPSDM provinsi Jawa Timur. Data diperoleh melalui obervasi, wawancara, dokumentasi. Teknik analisis data dilakukan dengan reduksi data, penyajian data, dan penarikan kesimpulan yang dikembangkan oleh Miles dan Hubermas. Penentuan Strategi peningkatan kinerja aparatur pemerintah Kabupaten Bolaang Mongondow pasca pemindahan ibu kota peneliti menggunakan analisis ASOCA (ability, strength, opportunities, culture, dan agility). Hasil penelitian menujukan bahwa peningkatan kinerja pegawai Bidang Mnajerial pada BPSDM Jawa Timur belum terlaksana secara optimal dan masih menjadi hambatan dalam meningkatkan kinerja pegawain sehingga perlu penyempurnaan secara secara berkelanjutan agar lebih optimal. Hal ini dikarenakan terdapat kekurangan dari dua komponen Teknik pengumpulan data yang menggunakan ASOCA yakni 1) Culture (budaya) kinerja yang sulit untuk dileburkan karena perbedaan asal daerah pegawai sekaligus perbedaan budaya kerja; 2) Agility (kecerdasaan) terkait dengan lemahnya pegawai Bidang Manajerial terhadap pemanfaatan teknologi Informasi.
