Abstract

Pemerintah Kota Surabaya melalui Dinas Kependudukan dan Pencatatan Sipil meluncurkan inovasi pelayanan berbasis Eelectronic Government program E-Lampid yaitu untuk mengurus Akta Kelahiran secara online yang bertujuan untuk meningkatkan kualitas pelayanan secara cepat dan mudah. Dalam penerapan E-Government pada E-Lampid pelayanan akta kelahiran di Kota Surabaya perlu diperhatikan tentang bagaimana elemen sukses penerapan E-Government. Penelitian ini bertujuan untuk menganalisis faktor elemen sukses pada penerapan E-Government pada E-Lampid pelayanan akta kelahiran di Kota Surabaya dan apa saja faktor pendukung dan penghambat dari pelayanan akta kelahiran menggunakan aplikasi E-Lampid. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data yang dilakukan dengan observasi, wawancara, dan dokumentasi. Adapun yang dijadikan sebagai informan didalam penelitian ini sebanyak 6 orang. Hasil penelitian ini menggunakan teori elemen sukses E-Government (Indrajit, 2006), yaitu: 1). Elemen Support yaitu adanya dukungan pemerintah Kota Surabaya dalam pengembangan inovasi pelayanan berbasis E-Government dan adanya aturan yang mendukung penerapan E-Government. 2). Elemen Capacity yang meliputi Sumber daya finansial berasal dari APBD dan CSR, tersedianya infrastruktur yang mendukung seperti adanya perangkat komputer, printer dan jaringan internet dan infrastruktur sdm yang kompeten melalui pelatihan. 3). Elemen Value yaitu manfaat yang diterima masyarakat adanya penerapan E-Government yakni kemudahan mendapatkan pelayanan tanpa perlu datang ke kantor dinas maupun kekelurahan dan proses permohonan yang cepat terselesaikan.
