Abstract

The Surabaya City Government through the Department of Population and Civil Registration launched a service innovation based on the E-Lampid program E-electronic Government, namely to administer Birth Certificates online which aims to improve service quality quickly and easily. In applying E-Government to E-Lampid, birth certificate services in the City of Surabaya need to pay attention to how the successful elements of implementing E�Government are. This study aims to analyze the elements of success in the implementation of E-Government in E-Lampid birth certificate services in the city of Surabaya and what are the supporting and inhibiting factors of birth certificate services using the E-Lampid application. The research method used is descriptive qualitative with data collection techniques carried out by observation, interviews, and documentation. There were 5 people who were used as informants in this study. The results of this study use the theory of elements of successful E�Government (Indrajit, 2006), namely: 1). Elements of Support, namely the support of the Surabaya City government in the development of E�Government-based service innovations and the existence of rules that support the implementation of E-Government. 2). The Capacity element includes financial resources originating from the APBD and CSR, the availability of supporting infrastructure such as computers, printers and internet networks and competent human resource infrastructure through training. 3). Elements of Value, namely the benefits received by the community from the implementation of E-Government, namely the ease of getting services without the need to come to the service or village office and the application process is quickly resolved.
