Abstract

UPTD Liponsos Keputih merupakan sebuah lembaga Unit Pelaksana Teknis Dinas dari Dinas Sosial Kota Surabaya. UPTD Liponsos bertanggungjawab atas pelayanan sosial berupa rehabilitasi sosial kepada Penyandang Masalah Kesejahteraan Sosial, yang diantaranya adalah, Gelandangan dan Pengemis, Anak Jalanan, Lansia Terlantar, dan ODGJ yang terjaring razia oleh Satpol PP atau penyerahan langsung dari keluarga atau warga. Penelitian ini bertujuan untuk mengetahui dan memahami manajemen pelayanan rehabilitasi sosial dalam penanganan Gepeng di UPTD Liponsos Keputih Kota Surabaya dengan menggunakan teori manajemen POAC dari George R. Terry, dan indikator yang di dalam Standar Pelayanan Publik Berdasarkan Keputusan Menteri Pendayagunaan Aparatur Negara (KEMENPAN) Nomor 63/KEP/7/2003 digunakan untuk mengetahui kualitas pelayanan di UPTD Liponsos Keputih. Hasil dari penelitian ini menerangkan sebuah fakta bahwa teori POAC menurut George R. Terry bertahan atau tidak gugur di UPTD Liponsos Keputih, dengan sedikit modifikasi pada indikator pengorganisasian, kualitas pelayanan yang dilai dengan menggunakan Standar Pelayanan Publik Berdasarkan Keputusan Menteri Pendayagunaan Aparatur Negara (KEMENPAN) Nomor 63/KEP/7/2003 mengalami kekurangan pada indikator sarana dan pra sarana. Kesimpulan dari penelitian ini adalah bahwa manajemen pelayanan rehabilitasi sosial dalam penanganan gelandangan dan pengemis di UPTD Liponsos Keputih yang ditinjau menggunakan teori POAC dari George R. Terry dan kualitas pelayanannya dinilai menggunakan Standar Pelayanan Publik Berdasarkan Keputusan Menteri Pendayagunaan Aparatur Negara (KEMENPAN) Nomor 63/KEP/7/2003 berjalan dengan cukup baik dan dalam pelaksaannya sudah optimal. Dikatakan cukup baik karena salah satu indikator dalam Standar Pelayanan Publik Berdasarkan Keputusan Menteri Pendayagunaan Aparatur Negara (KEMENPAN) Nomor 63/KEP/7/2003 yaitu sarana dan pra sarana terjadi kekurangan dari beberapa sisi, khususnya pra sarana.
