Abstract

Desa Gununganyar menjadi desa yang layak untuk dikembangkan menjadi desa wisata dengan segala potensi yang dimilikinya dan apa yang menjadi kriteria desa wisata juga terpenuhi oleh Desa Gununganyar. Namun sangat disayangkan dengan segala potensi yang ada, Pemerintah Desa maupun Pemerintah Daerah belum mampu mengembangkan desa potensi desa tersebut menjadi desa wisata. Fokus dalam penelitian ini adalah bagaimana pengembangan potensi Desa Wisata Gununganyar dalam perspektif collaborative governance dan bagaimana strategi yang tepat dalam mengoptimalkan pengembangan Desa Wisata Gununganyar. Penelitian ini merupakan penelitian kualitatif dengan pendekatan deskriptif yang berlokus di Desa Gununganyar. Inventarisasi data primer dan sekunder menggunakan metode wawancara, observasi dan dokumentasi. Hasil penelitian menunjukan bahwa dalam pengembangan Desa Wisata Gununganyar sudah terjadi proses collavorative governance yang ditandai dengan adanya bentuk kerja sama antar stakeholders yang saling mendukung namun belum sepenuhnya berhasil karena kriteria keberhasilan yang terpenuhi hanyalah akses terhadap otoritas dan kepercayaan diantara para stakeholders dan berdasarkan hasil analisis faktor internal dan eksternal serta kesimpulan dari matriks SWOT, maka prioritas strategi yang dapat diimplementasikan dalam pengembangan desa wisata adalah mempertahankan daya tarik wisata dengan menghadirkan paket wisata yang menarik, memperbaiki menejemen dan sumber daya pengelolaan, menjalin kemitraan, meningkatkan partisipasi masyarakat dan penataan kawasan wisata yang ramah lingkungan. Dari penyajian hasil penelitian tersebut, peneliti merekomendasikan bahwa masyarakat dapat dengan aktif bekerjasama dengan pihak Pemerintah Desa maupun pihak swasta dan bisa berperan aktif mengoptimalkan segala potensi dan menjaga asset Desa Wisata Gununganyar dan Pemerintah Desa diharapkan juga mampu memberikan perhatian terkait pendampingan, mentoring dan pelibatan masyarakat dalam pengambilan keputusan agar terjalin kerjasama dan harmonisasi komunikasi yang baik dengan berbagai pihak. Kebijakan - kebijakan dari pemerintah desa juga harus berorientasi pada pengoptimalan peran serta semua pihak dalam pengembangan Desa Wisata Gununganyar. Keseluruhan stakeholders yang terlibat dalam pegembangan Desa Wisata Gununganyar harus mampu mempertahankan eksistensi dan keasrian destinasi wisata tanpa melakkan banyak perubahan yang justru akan mengancam keberlangsungan wisata dan kerusakan lingkungan sekitar.
