Abstract

The Regional Revenue Agency of East Java Province is one of the regional government organizations that has the duty and function to collect regional taxes and levies, one type of tax collected is Motor Vehicle Tax. This organization is the largest contributor to the revenue of East Java Province, so it is required to achieve high-performance results. However, statistical data shows the results of organizational performance are still not optimal. An indicator that can be seen is that many taxpayers still have not carried out their obligations to pay taxes. One of the efforts that have been made is through innovation, but it has not significantly contributed to improving organizational performance. The purpose of this study is to determine the influence of innovation culture, transformational leadership, and organizational learning on innovation and organizational performance. The population in this study were employees at the Regional Revenue Agency of East Java Province who had a structural position (Echelon) of 160 people. Saturated samples are used so that all populations are included in the research sample. Data were collected using a questionnaire instrument with a 5-point Likert scale rating. The data analysis technique used is Structural Equation Modeling (SEM) using AMOS 23. The results of this study indicate that directly (1) Innovation culture has a significant effect on innovation,(2) Innovation culture has a significant effect on organizational performance,(3) Transformational leadership has no significant effect on innovation, (4) transformational leadership has a significant effect on organizational performance, (5) organizational learning has a significant effect on innovation, (6) organizational learning has no significant effect on organizational performance, and (7) innovation has a significant effect on organizational performance. In addition, testing the indirect effect of innovation can mediate the relationship between innovation culture and organizational learning on organizational performance. However, innovation does not mediate the relationship between transformational leadership on organizational performance.
