Abstract
Human resources are an important factor as a determinant of the success of an agency. Humans are one of the resources that can determine success in carrying out their agency's activities, human resources in an agency are a group of people who work and have different intentions, tastes and tastes as well as each agency has more human resources. The quality of human resources is related to the organizational culture and motivation of each individual, with a good organizational culture and motivation it will produce a good performance. The purpose of this study was to find out how organizational culture and motivation improve employee performance, thereby fostering a good organizational culture and supported by motivation to be able to provide good and satisfying results for the Meeting and Legislation Section of the Surabaya City DPRD Secretariat Office. This study uses a qualitative descriptive method with an approach through interviews, observation and documentation. The results of this study indicate that organizational culture and motivation in improving the performance of employees of the Meeting and Legislation Section are good. It can be proven by one of the Surabaya City Personnel and Education and Training Agency agencies that work together that the employee's performance is good. The conclusion obtained in this study is that the Meeting and legislation section works according to SOPs, the existence of rewards for employees who perform well and because they work according to SOPs, the quality of employee performance is good and suggestions that can be given by researchers are to maintain or can be further improved. organizational culture and motivation that has been implemented so that the performance of employee performance is even better.
