Abstract
The implementation of E-Government can improve the quality of public services through the use of information and communication technology in the governance process that is transparent and able to respond effectively to changing demands. The implementation of E-Government is also to improve communication between the government and the community. The Sidoarjo Regency Tax Service Agency also takes advantage of technological developments by issuing the Sidoarjo Regional Tax-PDS Application. The Sidoarjo Regional Tax Application System has been implemented at BPPD to improve services in tax activities. The success of implementation can be seen from the positive response given by taxpayers, many taxpayers use it and find it helpful in carrying out tax activities. Although there are still obstacles faced in implementing the Sidoarjo Regional Tax Application, such as not everyone is technology literate. These obstacles are not a serious problem, because the BPPD of Sidoarjo Regency is always conducting socialization either directly or indirectly. The theory used is the theory of policy implementation proposed by Merilee S. Grindle. Based on this theory, to achieve success in policy implementation, it can be seen from two major variables, namely Policy Content and Policy Environment, in which there are several indicators. The method used is descriptive research method with a qualitative approach. Data collection techniques are through field studies consisting of observations, interviews, and documentation. The results showed that the implementation of the Sidoarjo Regional Tax Application Policy was going well, this was clarified by the fact that the implementation was right on target, the socialization that was carried out went well seen from many taxpayers who already knew and used the Sidoarjo Regional Tax Application in carrying out tax activities.
