Abstract
One of the efforts to protect consumers by the government is the existence of a service that monitors the movement of goods, namely the Surabaya City Consumer Protection Technical Implementation Unit (UPTPK) under the auspices of the East Java Industry and Trade Service. Goods to be supervised in Indonesia must meet the standards set by the government. Standardization serves to unite the interests of consumers and producers when defining product standards. Standardization is related to consumer safety which is the first step in order to reduce the rate of circulation of non-quality goods in the market, especially those related to health, safety, protection and maintenance of environmental functions, while preventing the entry of poor quality goods into the market. Therefore, it is necessary to evaluate the implementation of supervision at the East Java Governor's Office Number 60 of 2017 Article 47 paragraph (2) concerning the job description and functions of the Supervision Section for circulating goods, services, and commercial order. In this study, it can be concluded that the implementation of the Implementation of the East Java Provincial Governor Regulation Number 60 of 2018 concerning the job description and function of the Supervision Section for Circulating Goods, Services, Orderly Commerce is less than optimal in its implementation. It is known that some indicators are not met in the Theory of George Edward III namely on indicators; (1) Human resources in implementing the Supervision are less available in the number of workers who are certified in training as supervisory officers for circulating goods and services (PPBJ).
