Abstract
To improve performance as well as in the administration of government, that the City of Surabaya has now implemented e-government which is stated in the Surabaya Mayor Regulation Number 5 of 2013 concerning Guidelines for the Use of Information and Communication Technology in the Implementation of Local Government. This policy aims to improve governance that is clean, transparent, able to respond to the demands of change effectively and as a means to improve the organization, management system and government work processes. Likewise, currently the Surabaya City DPRD Secretariat, especially the Public Relations and Protocol section, is implementing innovations made by the City Government with various types of Web, as well as applications. The purpose of this study is to be able to find out innovations in improving performance through digital governance carried out by the Information and Protocol Section of the Surabaya City DPRD Secretariat, as well as to find out what are the weaknesses and strengths found in Sub. Information and Protocol Section in carrying out its performance using digital governance. Based on the results of this study, it is known that this study uses a descriptive method with a qualitative approach which uses the Innovation Characteristics Theory from Everett M. Rogers and the Performance Theory from Agus Dwiyanto. With the innovation of digital governance in the Information and Protocol section of the Surabaya City DPRD Secretariat, it has been considered good. This is indicated by application-based innovations, namely E-Performance and E-SDM that can improve performance, responsibility, quality of performance and relative profits. The advantage of this E-Performance and E-SDM application/website is that it can provide an award that is accumulated into performance allowances for employees in the Information and Protocol Section of the Surabaya City DPRD Secretariat which comes from the reporting score in the application. However, there is a weakness that can be an obstacle, namely the E- Wadul/Sapawarga application whose purpose is to be able to report complaints / channeling community aspirations, it still cannot be effective to the community because the application still has frequent errors, it is still felt that not many people know about it, and officers in response is still considered unresponsive. So the advice given by the author is to provide socialization of the E-Wadul/Sapawarga application to the community, to re-evaluate officers in providing response times/responding to applications and always making improvements to this digital governance application so that it does not experience errors when used.
