Abstract
Tuntutan terhadap kualitas pelayanan publik saat ini semakin tinggi dan semakin luas. Oleh karena itu, ASN juga harus meningkatkan kompetensi yang dimiliki, khususnya kompetensi manajerial, karena kompetensi manajerial ini sangat strategis, signifikan, dan krusial dalam pengelolaan sebuah organisasi. Cara peningkatan kompetensi manajerial yaitu melalui program diklat kepemimpinan, salah satunya adalah Pelatihan Kepemimpinan Pengawas (PKP). Tujuan dari penelitian ini adalah untuk menganalisis dan mengidentifikasi implementasi program PKP yang diselenggarakan oleh Badan Pengembangan Sumber Daya Manusia Provinsi Jawa Timur (BPSDM Jatim), apa saja yang menjadi faktor penghambat dalam pelaksanaan diklat, serta hasil pelaksanaan program PKP terhadap kompetensi manajerial ASN. Penelitian ini menggunakan metode kualitatif. Pengumpulan data menggunakan observasi, wawancara, dan dokumentasi. Disini informan yang digunakan adalah Kasubid, panitia penyelenggara, dan dua alumni peserta diklat PKP. Fokus penelitian ini membahas implementasi program PKP Angkatan XIII (APBD) Tahun 2021, beserta faktor penghambat pelaksanaan PKP dan hasil dari pelaksanaan PKP terhadap kompetensi manajerial ASN. Hasil penelitian menunjukkan bahwa implementasi program PKP yang diselenggarakan oleh BPSDM Jatim berjalan dengan baik, dilihat dari indikator diklat menurut Mangkunegara. Namun, ada beberapa hambatan yang dialami karena adanya pandemi COVID-19 sehingga harus menyesuaikan dengan kondisi yang ada serta pekerjaan peserta PKP yang tidak di-off-kan sehingga pelaksanaan program PKP menjadi tidak efektif. Selain itu, dengan adanya program PKP ini, kompetensi manajerial ASN meningkat. Hal ini dapat dilihat berdasarkan pengalaman alumni peserta program PKP, sehingga dapat disimpulkan bahwa dengan diselenggarakannya program PKP oleh BPSDM Jawa Timur, kebutuhan ASN untuk meningkatkan kompetensi manajerialnya dapat tercapai.
