Abstract
The Ministry of Law and Human Rights of East Java is one of the government agencies tasked with providing services to the community in the field of Law and Human Rights. The services provided by the Ministry of Law and Human Rights in East Java are specifically in the Human Rights sector, namely Community Communication Services (Yankomas). Community Communication Service is a facility with a working system to receive public complaints related to human rights violations and help the community to provide solutions to the problems complained of. So that the Ministry of Law and Human Rights of the Republic of Indonesia established Law and Human Rights Regulation Number 32 of 2016 concerning Public. Communication Services on Human Rights Issues with the aim of showing the form of government participation in responding to human rights and as a support to improve the quality of public communication services in the Ministry's area. Law and Human Rights, one of which is at the Regional Office of the Ministry of Law and Human Rights in East Java. The method used in this study is descriptive qualitative, and also by using the theory of public services put forward by Lijan Poltak Sinambela (2008:5) to explain the procedural system of Community Communication Services, where the variable indicators determine the form of public services with public services. Public communication at the Ministry of Law and Human Rights in East Java is very appropriate. Namely the process of providing services to the community, community needs, basic rules, and established procedures. The researcher also analyzed the supporting efforts made by the employees of the Human Rights Sector in dealing with deficiencies in the implementation of public communication services proposed by Ridwan and Sodik Sudrajat (2009: 22). Community Communication Services (Yankomas) has obstacles that affect the effectiveness of its implementation. These obstacles are in the form of the lack of human resources in the field of human rights, as well as the lack of facilities and infrastructure provided by the Ministry of Law and Human Rights in East Java. So that when serving the community, employees in the field of human rights are hampered from carrying out various activities in the context of promoting human rights and feel quite difficult with these obstacles
