Abstract

This research is motivated by a new economic wave called the creative economy, a creative industry driven by creators and innovators. In the last 10 years, Surabaya city shows symptoms of growth in creative economic sectors that lead to economic autonomy. Driven by young people aged 15-45 years, the creative sectors can generate optimism that the people of Surabaya with all their potential can strengthen this knowledge and creativity-based sector with the collaboration of the Creative Economy Institution with Surabaya city Government, it is expected to be able to actualize the creative economy in Surabaya. The main objectives of this study are (1) to find out and analyze implementation in the development of creative economy through Micro, Small and Medium Enterprises (MSMEs) in Putat Jaya, Surabaya, (2) to find out and analyze Penta helix models implementation in the development of creative economy through Micro, Small and Medium Enterprises (MSMEs) in Putat Jaya, Surabaya. This research method is descriptive qualitative using the Penta helix model. Data collection techniques used in this study were observation, interview, documentation, and literature study techniques. This study uses the concept of implementation Jones's theory. The results of this study are an analysis of the implementation of the Jones theory and the Penta Helix Model.
