Abstract

The problems that occurred on the feasibility of road function on UPT Surabaya, is how the state of roads in the road in the area of Technical Implementation Unit Highways Surabaya, how the level of airworthiness functions roads on roads in the area of Technical Implementation Unit Highways Surabaya and how to handling and budgeting should provided to meet the requirements of the functions eligible for recommendation following years. The method in this study using applied research (applied research. Sources of research data documentation Function Eligible Roads and DPA (Budget Implementation Document). Analysis of the data by using exponential smoothing forecasting. The results of the feasibility level analysis functions in the way of roads area Technical Implementation Unit of Highways Surabaya with test methods and evaluation of road-worthy function almost entirely in the category LS (ELIGIBLE FUNCTIONS CONDITIONAL) category; Lane Traffic, Shoulders, Median, Sewer, Intersections piece in alignment Horizontal, access Persil in alignment Horizontal, Depth Hole, Type Cracked, Intensity Cracked, The Way For Bridges, Roads ponton and culverts, space utilization of the road, the road to the sidewalk , means of signaling traffic (APILL), crossings, guide posts and stakes kilometer, documents road tested. as well as the category LF (ELIGIBLE FUNCTION) category; Threshold Security & Traffic Safety Tool, Part Straight Horizontal alignment. The report showed that the Budget Implementation Document fluctuating funding from 2009 to 2016 which range between 8 billion and 21 billion earn kemantaban road on road-worthy function about 75% to 92% and forecasting results DPA years 2017-2020 for road continuously kemantaban ie 84% each year, based on an exponential smoothing of the data from 2009 to 2016 with the former, namely the financing DPA 2017 is Rp. 19,084,000, 2018 is Rp. 16,185,000 in 2019 is set at Rp. 14,807,000 and 2020 is set at Rp. 14,190,000 with a tracking error of the tracking error of less than 4 or e <4).
