Abstract

The seriousness of the City Government of Palangkaraya in dealing with improving the quality of infrastructure, such as: Waste, Wastewater, Water,Housing and Roads / Bridges in the area of the River Plate is constrained by several factors such as: Readiness Land (Land Status), Readiness Planning Document, availability of funding and Time implementation to achieve the target of Universal Access or National movement 100 (Water Services) - 0 (slums) - 100% (adequate sanitation) at the end of 2019, so it is necessary to strategy setting priorities with the help of Analytical Hierarcy Process (AHP). Based on the above background is necessary in strategy setting priorities with the help of Hierarcy Analytical Process (AHP) by collecting primary data through questionnaires and secondary data on infrastructure documents and then analyzed by the method of AHP. Based on the determination of the order / priority handling infrastructure with AHP obtained by weighting the degree of importance of each of the following criteria: criteria for land readiness factors influence the level of the highest importance that weighs 0.317 (31.74%) followed by a factor willingness costs by weight of 0.281 (28.11%), and emergency preparedness plans with the weight factor 0.234 (23.42%), a target factor of 0.167 (16.73%) and the final policy factors weighing 0.151 (15.1%). Sub criterion indicates that the sub-criteria of drinking water infrastructure had an influence level of the highest importance that weighs 0.252 (25.24%) followed by sewerage infrastructure and weighs 0.230 (22.99%), garbage and weighs 0.229 (22.94% ), housing infrastructure 0.147 (14.68%) and lastly roads and bridges with a weight of 0,142 (14.16%). This shows that the priorities of infrastructure is influenced by factors Readiness land.
