Abstract

Pelayanan kesehatan merupakan hak dasar masyarakat yang harus diwujudkan melalui pemerataan akses dan peningkatan kualitas layanan, terutama di wilayah terpencil seperti Kabupaten Tana Tidung. Puskesmas berperan penting sebagai fasilitas pelayanan kesehatan primer, namun keterbatasan sarana dan prasarana menyebabkan pelayanan kesehatan belum optimal. Oleh karena itu, Pemerintah Kabupaten Tana Tidung merencanakan pembangunan Puskesmas Tidung Pale sebagai upaya strategis untuk meningkatkan pelayanan kesehatan masyarakat. Penelitian ini dilakukan untuk menganalisis kebutuhan biaya modal dan biaya operasional, serta menilai kelayakan ekonomi pembangunan puskesmas tersebut. Metode analisis yang digunakan mencakup Net Present Value (NPV), Internal Rate of Return (IRR), Benefit Cost Ratio (BCR), dan Payback Period (PP). Keempat metode ini digunakan untuk menilai efisiensi biaya, potensi manfaat ekonomi, serta tingkat pengembalian investasi dari pembangunan fasilitas kesehatan. Selain menghitung investasi awal, penelitian ini juga mempertimbangkan biaya operasional tahunan sebagai komponen penting dalam keberlanjutan penyelenggaraan layanan kesehatan di Puskesmas Tidung Pale. Hasil penelitian menunjukkan bahwa biaya modal yang dibutuhkan sebesar Rp 8.479.261.000, sementara biaya operasional tahunan mencapai Rp 1.884.426.800. Berdasarkan hasil analisis kelayakan ekonomi, proyek ini dinyatakan layak dengan NPV positif sebesar Rp +1.401.334.000, IRR sebesar 11,7% yang melebihi tingkat diskonto, nilai BCR sebesar 1,24, serta Payback Period selama 8 tahun. Dengan demikian, pembangunan Puskesmas Tidung Pale layak direalisasikan karena memberikan manfaat ekonomi yang efisien sekaligus manfaat sosial jangka panjang berupa peningkatan akses dan kualitas layanan kesehatan di Kabupaten Tana Tidung.
