Abstract

Water is a vital resource for life and socioeconomic activities, but its availability is often unbalanced due to climate variability, regional characteristics, and changes in land use. In the Prumpung River Basin, Tuban Regency, the imbalance between water demand and availability is increasing along with population growth and increased agricultural land use, necessitating a comprehensive water balance analysis as a basis for sustainable water resource management. This study used the Thornthwaite-Mather water balance method. Water availability was calculated based on surface runoff, while water demand was projected based on population growth and rice field area. Monthly and annual water balance analyses were conducted by calculating potential trapotranspiration, actual evapotranspiration, changes in groundwater reserves, and water surpluses and deficits. The results of the study indicate that the average annual water availability in the Prumpung River Basin for the period 2025-2029 is 84.59 million m³. Total water demand increased from 93.42 million m³ (2025) to 95.43 million m³ (2029), dominated by the need for rice field irrigation. The results of the monthly water balance analysis show that a surplus occurs during the rainy season, with the highest surplus occurring in March 2019 at 321,097 mm, while deficits dominate the dry season with the largest deficit occurring in October 2015 at 230,380 mm. Annually, the Prumpung River Basin is dominated by deficit conditions, with the highest annual deficit ocurring in 2015 at 965,286 mm, while an annual surplus only occurred in 2022 at 445,880 mm. This condition indicates that the Prumpung River Basin is generally in a water deficit condition both seasonally and annually.
