Abstract
The Yos Sudarso Road section in Baubau City is one of the main corridors experiencing performance degradation. This degradation is caused by an increase in traffic volume and significant side friction due to activities in the commercial, tourism, and port areas. This study was conducted to analyze the traffic flow conditions and the Level of Service (LOS) of the road, and to formulate the best alternative for handling these issues to improve road capacity and the smoothness of vehicle movement. The analysis method uses the 2023 Indonesian Road Capacity Manual (Pedoman Kapasitas Jalan Indonesia/PKJI). It utilizes primary data from surveys on traffic volume, side friction, and road geometric conditions, as well as secondary data from relevant agencies to support the analysis. The analysis results indicate that the actual capacity of the road section is (passenger car units per hour). The degree of saturation (DS) value is 0,82, which indicates heavy flow conditions and a Level of Service (LOS) category D. High side friction caused by on-street parking and vehicle maneuvers entering and exiting commercial areas reduces the effective road width, consequently lowering the road performance. The recommended alternative solution is to implement one sided on-street parking and install no-parking signs, with an estimated road performance improvement cost of IDR 57,000,000.00.
