Abstract
ANALISIS PRIORITAS DAN BIAYA PENANGANAN RUAS JALAN PROVINSI DI WILAYAH UPT PJJ MALANG DENGAN MENGGUNAKAN METODE ANALYTICAL HIERARCHY PROCESS BERBASIS DATA PROVINCIAL/KABUPATEN ROADS MANAGEMENT SYSTEM Penelitian ini bertujuan untuk menyusun pembobotan kriteria dalam penentuan prioritas penanganan ruas jalan provinsi, menetapkan urutan prioritas ruas jalan, serta menentukan kebutuhan biaya penanganan jalan di UPT PJJ Malang. Penelitian ini dilatarbelakangi oleh keterbatasan anggaran pemeliharaan jalan yang tidak sebanding dengan meningkatnya tingkat kerusakan serta tingginya tuntutan pelayanan jaringan jalan strategis. Oleh karena itu, diperlukan suatu pendekatan pengambilan keputusan yang mampu menghasilkan prioritas penanganan jalan secara objektif, terukur, dan berbasis data. Metode penelitian ini mengombinasikan metode Analytical Hierarchy Process (AHP) dengan aplikasi Provincial/Kabupaten Roads Management System (PKRMS). Data yang digunakan terdiri atas data sekunder berupa data kondisi jalan dan data primer melalui kuesioner kepada para pemangku kepentingan. Kriteria yang digunakan meliputi kondisi jalan, kawasan prioritas, konektivitas, tingkat pelayanan jalan, dan kebijakan. Metode AHP digunakan untuk menentukan bobot kepentingan setiap kriteria, sedangkan kombinasi antar AHP dan PKRMS dimanfaatkan untuk mengolah data prioritas penanganan dan menghitung kebutuhan biaya penangan berdasarkan tingkat kerusakan jalan. Hasil penelitian menunjukkan bahwa integrasi metode AHP dan PKRMS mampu menghasilkan pembobotan kriteria yang rasional, serta menyusun urutan prioritas ruas jalan yang lebih objektif dibandingkan pendekatan konvensional. Selain itu, penelitian ini menghasilkan daftar ruas jalan prioritas di wilayah UPT PJJ Malang beserta kebutuhan biaya penanganannya. Dengan demikian, integrasi AHP dan PKRMS terbukti efektif sebagai sistem pendukung keputusan dalam pengelolaan jalan provinsi dan dapat dijadikan acuan dalam penyusunan program pemeliharaan jalan yang lebih transparan, efisien, dan tepat sasaran.
