Abstract

Keberhasilan operasional Transportasi Angkutan Penyeberangan program perintis dan kesiapan trayek untuk beralih ke layanan komersial diukur melalui indikator load factor. Trayek dianggap siap untuk transisi komersial ketika load factor telah mencapai atau melampaui batas minimal 60%, sebagaimana ditetapkan dalam Peraturan Menteri Perhubungan Republik Indonesia Nomor PM 104 Tahun 2017 tentang Penyelenggaraan Angkutan Penyeberangan. Ambang batas kuantitatif ini menjadi tolok ukur peninjauan status subsidi. Tujuan penelitian adalah untuk menganalisis besarnya load factor yang dicapai Kapal Motor Penyeberagan Gili Iyang lintas Bawean–Gresik, Biaya Operasional Kapal (BOK), Ability to Pay (ATP) dan Willingness to Pay (WTP) masyarakat pengguna jasa. Metode yang digunakan pada penelitian ini berdasarkan analisis load factor, Biaya Operasional Kendaraan (BOK), analisis ATP (Ability To Pay) dan analisis WTP (Willingness To Pay). Hasil penelitian menunjukkan load faktor penumpang sebesar 118%, total Biaya Operasional Kapal Motor Penyeberangan Gili Iyang secara keseluruhan sebesar Rp 3.595.762.920, nilai ATP (Ability To Pay) yang diperoleh rata-rata sebesar Rp87,907.07, dan nilai WTP (Willingness To Pay) rata-rata sebesar Rp80,514.71. Nilai ATP (Ability To Pay) dan nilai WTP (Willingness To Pay), menunjukkan kemampuan membayar penumpang lebih besar daripada kemauan membayar.
