Abstract

Penelitian ini bertujuan untuk menganalisis penerapan Value Engineering (VE) yang dikombinasikan dengan metode Analytical Hierarchy Process (AHP) guna menentukan alternatif terbaik dalam meningkatkan efisiensi biaya pada Proyek Pembangunan Gedung Kantor DPRD Kabupaten Tana Tidung. Tahap analisis dilakukan secara sistematis melalui tahapan VE yang meliputi informasi, analisis fungsi, kreativitas, evaluasi, dan rekomendasi. Data penelitian terdiri dari data primer melalui observasi lapangan dan wawancara pihak terkait, serta data sekunder berupa gambar perencanaan dan Rencana Anggaran Biaya (RAB). Melalui analisis fungsi menggunakan Function Analysis System Technique (FAST), diperoleh item pekerjaan berdampak biaya tinggi yang kemudian dikembangkan menjadi beberapa alternatif pada tahap kreatif. Alternatif tersebut dievaluasi menggunakan metode AHP melalui pembandingan berpasangan untuk menentukan tingkat prioritas berdasarkan aspek biaya, mutu, dan waktu. Metode AHP memberikan bobot keputusan yang objektif sehingga dapat menetapkan alternatif yang paling efisien tanpa mengurangi kualitas dan fungsi bangunan. Hasil penelitian menunjukkan bahwa penggunaan material bata ringan AAC merupakan alternatif terbaik dalam penerapan VE–AHP. Material ini unggul dari segi kemudahan pemasangan, pengurangan beban struktur, dan peningkatan efisiensi waktu pelaksanaan. Implementasi alternatif bata ringan AAC memberikan penghematan sebesar Rp 2,44 miliar atau 5,02% dari total biaya proyek awal. Dengan demikian, penerapan VE–AHP terbukti efektif dalam mendukung optimalisasi biaya dan peningkatan nilai konstruksi pada proyek gedung pemerintah.
