Abstract

Pemeliharaan jalan merupakan elemen krusial dalam mendukung keberlanjutan infrastruktur transportasi dan pertumbuhan ekonomi, khususnya di daerah berkembang seperti Kabupaten Tana Tidung. Pelaksanaan pemeliharaan jalan secara swakelola oleh Dinas PUPRKP di daerah ini menunjukkan variasi kinerja, di mana beberapa proyek berhasil sesuai target, sementara lainnya menghadapi keterlambatan, pembengkakan biaya, dan penurunan mutu pekerjaan. Penelitian ini bertujuan mengidentifikasi faktor-faktor penentu keberhasilan (success factors) pemeliharaan jalan swakelola, menganalisis pengaruhnya terhadap kinerja proyek, dan merumuskan strategi peningkatan efektivitas pelaksanaan. Metode penelitian menggunakan Structural Equation Modeling – Partial Least Squares (SEM-PLS) untuk mengevaluasi pengaruh empat variabel independen: Sumber Daya Manusia (SDM), Anggaran dan Pembiayaan, Perencanaan dan Pengawasan Teknis, serta Dukungan Kebijakan dan Regulasi, terhadap keberhasilan pemeliharaan jalan sebagai variabel dependen. Analisis meliputi validitas dan reliabilitas indikator, uji model struktural, serta bootstrapping untuk memperoleh signifikansi koefisien jalur. Hasil analisis menunjukkan bahwa keberhasilan pemeliharaan jalan secara swakelola dipengaruhi oleh lima faktor utama tersebut, dengan SDM dan Perencanaan sebagai faktor inti (core success factors) yang memiliki pengaruh positif dan signifikan terhadap kinerja pemeliharaan jalan. Faktor SDM merupakan variabel paling dominan, menegaskan bahwa kompetensi teknis, pengalaman, dan disiplin tenaga pelaksana berperan langsung dalam peningkatan mutu, efisiensi, dan ketepatan waktu pekerjaan. Faktor Perencanaan juga berpengaruh signifikan, terutama dalam penyusunan jadwal, penentuan prioritas penanganan, serta pemilihan metode pemeliharaan yang tepat. Sementara itu, faktor Peralatan, Anggaran, dan Koordinasi tidak menunjukkan pengaruh signifikan secara statistik, namun tetap berperan sebagai faktor pendukung yang memastikan kelancaran proses pelaksanaan dan stabilitas operasional kegiatan pemeliharaan jalan.
