Abstract
Kota Samarinda sebagai ibu kota Provinsi Kalimantan Timur mengalami pertumbuhan penduduk dan pembangunan yang pesat, sehingga meningkatkan volume kendaraan dan kepadatan lalu lintas, khususnya di Jalan Sultan Alimuddin. Untuk mengatasi permasalahan ini, pemerintah merencanakan pembangunan Terowongan Jalan Sultan Alimuddin – Kakap sebagai jalur alternatif strategis yang diharapkan dapat memperlancar konektivitas, mengurangi kemacetan, dan mendukung pengembangan kawasan perkotaan. Proyek ini memiliki kompleksitas tinggi karena melibatkan pekerjaan bawah tanah dan juga memiliki tingkat risiko yang tinggi. Penelitian ini bertujuan mengidentifikasi jenis risiko yang terjadi, menganalisis tingkat risiko, serta merumuskan strategi pengendalian risiko selama pelaksanaan proyek pembangunan terowongan Jl. Sultan Alimuddin-kakap Kota Samarinda. Metode yang digunakan meliputi identifikasi risiko melalui kuesioner dan wawancara penilaian risiko menggunakan matriks probabilitas × dampak berdasarkan standar AS/NZS 4360, menganalisis hubungan risiko dan kinerja proyek menggunakan statistik deskriptif dan korelasi Pearson, serta penentuan strategi pengendalian risiko berdasarkan prioritas. Hasil penelitian mengidentifikasi 18 risiko utama yang dikategorikan menjadi teknis, waktu, biaya, K3, dan lingkungan-sosial. Risiko dominan meliputi longsor galian terowongan, rembesan air tanah, kerusakan alat berat, keterlambatan material, kecelakaan ruang terbatas, dan paparan gas. Matriks risiko menunjukkan adanya risiko ekstrim yang harus segera dikendalikan, serta risiko tinggi dan sedang yang memerlukan mitigasi. Strategi pengendalian diterapkan melalui rekayasa teknis, prosedur keselamatan, manajemen material, dan viii koordinasi sosial-lingkungan, yang secara keseluruhan mampu meningkatkan kinerja proyek dalam aspek waktu, biaya, mutu, K3, dan lingkungan.
