Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh belanja operasional dan belanja modal terhadap distribusi pendapatan di Kota Kediri selama periode tahun 2020–2024. Distribusi pendapatan diukur menggunakan Gini Rasio sebagai indikator ketimpangan. Belanja operasional dan belanja modal digunakan sebagai variabel independen yang mewakili kebijakan fiskal pemerintah daerah dalam Anggaran Pendapatan dan Belanja Daerah (APBD). Metode penelitian yang digunakan adalah pendekatan kuantitatif dengan analisis regresi linier berganda. Data yang digunakan adalah data sekunder yang diperoleh dari Badan Pusat Statistik (BPS), DJPK Kemenku, BPPAKD Kota Kediri, dan Satu Data Kota Kediri. Hasil penelitian menunjukkan bahwa secara simultan belanja operasional dan belanja modal tidak berpengaruh signifikan terhadap distribusi pendapatan di Kota Kediri. Secara parsial, belanja operasional tidak berpengaruh signifikan terhadap Gini Rasio. Hal ini disebabkan oleh komposisi belanja operasional yang didominasi belanja pegawai dan belanja rutin, sehingga tidak memberi dampak redistributif yang kuat. Sementara itu, belanja modal juga tidak berpengaruh signifikan terhadap distribusi pendapatan, dan arah pengaruhnya cenderung positif. Kondisi ini mengindikasikan bahwa pembangunan infrastruktur dan investasi publik di Kota Kediri belum memberikan manfaat yang merata, terutama bagi kelompok berpendapatan rendah. Temuan ini memperlihatkan bahwa efektivitas APBD Kota Kediri dalam mendorong pemerataan pendapatan masih terbatas, serta menegaskan bahwa pengelolaan belanja publik perlu diarahkan lebih inklusif dan pro-poor agar mampu menurunkan ketimpangan pendapatan. Penelitian ini diharapkan dapat memberikan kontribusi empiris bagi pengembangan kebijakan fiskal daerah dan menjadi acuan bagi Pemerintah Kota Kediri dalam merumuskan strategi pembangunan yang berorientasi pada pemerataan kesejahteraan.
