Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh belanja daerah yang terdiri dari belanja operasi dan belanja modal terhadap Produk Domestik Regional Bruto (PDRB) di Kabupaten Sidoarjo. Belanja daerah merupakan instrumen kebijakan fiskal yang memiliki peran strategis dalam mendorong pertumbuhan ekonomi daerah melalui peningkatan permintaan agregat dan kapasitas produksi. Penelitian ini menggunakan pendekatan kuantitatif dengan data time series selama periode 2010–2024 yang bersumber dari Badan Pusat Statistik (BPS), Direktorat Jenderal Perimbangan Keuangan (DJPK), dan Badan Pengelolaan Keuangan dan Aset Daerah (BPKAD) Kabupaten Sidoarjo. Metode analisis yang digunakan adalah regresi linier berganda untuk mengetahui pengaruh parsial maupun simultan antara variabel independen dan variabel dependen. Hasil penelitian menunjukkan bahwa belanja operasi dan belanja modal secara simultan berpengaruh terhadap PDRB Kabupaten Sidoarjo. Secara parsial, belanja modal memiliki pengaruh yang lebih dominan karena berperan sebagai investasi jangka panjang yang dapat meningkatkan kapasitas produksi dan mendorong pertumbuhan ekonomi daerah secara berkelanjutan. Sementara itu, belanja operasi tetap memiliki peran penting dalam menjaga kelancaran pelayanan publik dan stabilitas aktivitas ekonomi. Penelitian ini menegaskan bahwa pengelolaan anggaran daerah perlu diarahkan secara lebih efektif dan efisien, khususnya dengan memperkuat alokasi belanja yang bersifat produktif guna mendukung peningkatan PDRB Kabupaten Sidoarjo.
