Abstract

Bulak District is one of the coastal areas with abundant potential for processed marine products in the city of Surabaya. However, the empowerment programs provided by the relevant agencies have not involved women's groups, so that women's groups only receive training without any specific policies or programs to help improve their families' economic conditions. This study aims to analyze the role of coastal women in increasing the economic income of fishing families through the management of marine products in Bulak District, Surabaya City, as well as to identify the supporting and inhibiting factors in women's empowerment. The method used is a descriptive qualitative approach with primary data collection through interviews with informants from relevant agencies, coastal women's communities, and the community, as well as secondary data from literature and official documents. This study uses Naila Kabeer's (1999) framework of women's empowerment, which includes resources, agency, and achievement. The results show that coastal women's empowerment is supported by abundant local resources, government facilities and training, and active participation in communities such as KPPI and POKLAHSAR. However, limited access to capital, human resources, information, and social norms that restrict women's roles remain significant obstacles. This study recommends strengthening empowerment programs that intervene in mindsets and expand women's access to resources, information, and strengthening empowerment policies and economic improvement through marine product processing SMEs as an effort to achieve independence and welfare for coastal communities.
