Abstract

The Free Nutritious Meal Program (MBG), established through Presidential Regulation Number 83 of 2024, is one of the government’s strategic initiatives to strengthen the quality of human resources from school age. This policy positions nutrition as an essential foundation to support health, learning concentration, and equal educational opportunities for students. Surabaya City is among the regions that have implemented this program earlier through various institutional preparations, mapping of target schools, and strengthening of the local food supply chain. The implementation of the MBG program in Surabaya shows interesting dynamics, particularly related to the provision of nutritious menus, cross-sector coordination, and policy adaptation at the school level. On the other hand, the implementation also reveals several challenges, such as budget limitations, resource readiness, and the need for food quality supervision. Nevertheless, the implementation of MBG in Surabaya illustrates that the success of the program greatly depends on collaboration between local governments, educational institutions, food business actors, and community support.
