Abstract

Keterlambatan proyek konstruksi gedung bertingkat di Surabaya menjadi isu krusial akibat kompleksitas teknis dan dinamika proyek. Penelitian ini bertujuan mengidentifikasi faktor dominan keterlambatan, hambatan risiko utama, serta strategi mitigasi. Data dikumpulkan melalui purposive sampling terhadap 88 perusahaan konstruksi, dengan 80 kuesioner valid dianalisis menggunakan IBM SPSS. Hasil analisis Relative Importance Index (RII) menunjukkan bahwa indikator F.1 (kondisi cuaca tidak mendukung) merupakan risiko dengan frekuensi tertinggi (RII = 0,750 kategori High-Medium), sedangkan indikator B.1 (keterlambatan pengiriman material) memiliki dampak terbesar terhadap keterlambatan proyek (RII = 0,780 High-Medium). Selanjutnya, hasil analisis Fuzzy Logic mengidentifikasi indikator D.4 (pembengkakan biaya akibat revisi desain oleh pemilik proyek saat pelaksanaan) sebagai hambatan utama dengan skor defuzzifikasi 3,717 (kategori Tinggi), serta indikator E.1 (keterlambatan pembayaran termin dari pemilik proyek) dengan skor 3,483 (kategori Sedang). Tidak ditemukan hambatan dengan kategori Rendah, yang menunjukkan bahwa mayoritas indikator risiko memiliki pengaruh signifikan terhadap keterlambatan proyek. Berdasarkan hasil penelitian, strategi mitigasi difokuskan pada dua hambatan utama tersebut. Risiko eksternal (D.4) dimitigasi dengan strategi risk avoidance, yaitu memastikan desain telah final sebelum pelaksanaan konstruksi. Sedangkan risiko internal (E.1) dimitigasi dengan strategi risk reduction, melalui pengendalian proyek yang lebih intensif, seperti evaluasi mingguan dan pelaporan progres harian. Dengan demikian, penelitian ini menegaskan bahwa kombinasi strategi mitigasi berbasis sifat risiko eksternal dan internal dapat meningkatkan efektivitas pengendalian jadwal dan biaya pada proyek konstruksi.
