Abstract

This study aims to evaluate the feasibility of the development of the Downstream Jatiluhur 1 Drinking Water Supply System (SPAM) which is planned to serve the Teluk Jambe District, Pangkalan District, and Tegal Waru District in Karawang Regency, West Java. This study includes an analysis of investment and operational cost requirements as well as financial feasibility based on four main indicators, namely Net Present Value (NPV), Internal Rate of Return (IRR), Benefit Cost Ratio (BCR), and Payback Period (PP). The results of the analysis show that the project requires an initial investment of IDR 19,575 million and is projected to generate cumulative revenue of IDR 61,934 million during the project's life. The financial feasibility evaluation resulted in an NPV of Rp 4,269 million (positive), an IRR of 12.7% which exceeds the 10% discount rate, a BCR of 1.22, and a Payback Period of 7 years and 9 months. These four indicators indicate that this project is economically and financially feasible. Therefore, the construction of SPAM Hilir Jatiluhur 1 is highly recommended as a solution for providing sustainable clean water in the target area.
