Abstract

The construction of road infrastructure plays a vital role in supporting economic and social development, particularly in enhancing inter-regional accessibility, goods distribution, and public mobility. Berau Regency, with its vast area and diverse geography, heavily relies on road networks to support social and economic activities. However, road construction projects in the region often face challenges due to delays in material distribution, which significantly affect project costs and timelines. This study aims to analyze the impact of material distribution delays on the cost and duration of the Kasai–Semanting road construction project in Berau Regency. The research method includes field observations and analysis of project documents such as the Bill of Quantities (BoQ), working drawings, and specifications (RKS). The analysis involves calculating work volume, material requirements, and simulating changes in effective working hours due to material delays, using variations of 7, 6, 5, and 4 effective working hours per day. The results indicate that delays in material distribution significantly reduce daily effective working hours, leading to a drastic increase in project costs. The total project cost increased from IDR 10,570,731,147.13 with 6 working hours per day to IDR 15,578,542,248.67 with only 4 working hours per day. This condition caused a decrease in project profit by IDR 5,007,811,101.54 without any change in the work volume. Furthermore, the project completion time, originally planned for 180 working days, extended to 270 working days under the worst-case scenario, resulting in a delay of 90 calendar days. This delay not only caused cost overruns but also posed risks of penalties and other negative impacts such as workflow disruption and decreased worker motivation.
