Abstract

The development of public infrastructure, particularly healthcare facilities, is a strategic priority for improving community welfare. One important project in this sector is the construction of Muara Badak Type D Hospital in Kutai Kartanegara Regency, East Kalimantan. This project aims to improve access to healthcare services in line with the growing needs of the population. However, a key challenge in the implementation of this project lies in the effective management of cost and time. This study aims to evaluate the project’s performance in terms of cost and schedule using the Earned Value Management (EVM) approach. This method enables the measurement of project performance through indicators such as Planned Value (PV), Earned Value (EV), Actual Cost (AC), Cost Performance Index (CPI), and Schedule Performance Index (SPI). Data were collected from project documents including the time schedule, weekly reports, and the Budget Plan (RAB), and then analyzed systematically. The analysis shows that during the five-month implementation period, the project experienced cost inefficiencies, as reflected by the Cost Performance Index (CPI) values generally falling below 1, with the lowest value of 0.61 recorded in the fourth month. Time performance showed fluctuations, with the Schedule Performance Index (SPI) remaining stable during the first three months (1.00– 1.02), dropping to 0.73 in the fourth month, then sharply increasing to 2.33 in the fifth month. The Estimate at Completion (EAC) rose from Rp 57,013,097,355.69 in the first month to Rp 104,326,516,266.55 in the fourth month, before decreasing to Rp 62,012,974,430.09 in the fifth month, approaching the initial budget of Rp 63,248,538,064.00. In terms of time, the Estimate at Schedule (EAS) indicated delays, although there was some improvement in the fifth month with an estimated duration of 9.29 months.
