Abstract

PT. BAR merupakan perusahaan produsen material refractory sekaligus penyedia jasa pemasangan dan perbaikan unit industri seperti boiler, furnace, dan dryer. Dalam praktiknya, perusahaan menghadapi permasalahan keterlambatan proyek yang berdampak pada pembengkakan biaya operasional dan penurunan kepuasan pelanggan. Penelitian ini bertujuan untuk mengidentifikasi penyebab keterlambatan proyek dan merumuskan strategi mitigasi risiko secara sistematis. Metode yang digunakan adalah House of Risk (HOR), yang terdiri dari dua tahap analisis. Pada tahap HOR-1 dilakukan identifikasi risk event dan risk agent, serta perhitungan nilai Aggregate Risk Potential (ARP) untuk menentukan agen risiko dengan prioritas tertinggi. Data diolah dari 68 proyek periode Oktober 2024 hingga Maret 2025, dengan temuan bahwa 20 proyek mengalami keterlambatan dan 19 proyek mengalami pembengkakan biaya melebihi RAB. Selanjutnya, pada tahap HOR-2 disusun lima aksi mitigasi yang dievaluasi berdasarkan rasio efektivitas terhadap tingkat kesulitan implementasi. Tiga aksi mitigasi utama yang direkomendasikan adalah survey lokasi maksimal H-1, pengecekan dokumen dan peralatan, serta koordinasi dengan user dan vendor. Sebagai bentuk implementasi, disusun rancangan ulang alur pelaksanaan proyek yang mengintegrasikan aksi mitigasi ke dalam proses kerja aktual, baik untuk proyek reguler maupun proyek mendadak. Hasil penelitian menunjukkan bahwa mitigasi yang dirancang dapat diterapkan secara aplikatif dan berpotensi meningkatkan efisiensi pelaksanaan serta pengendalian risiko keterlambatan proyek secara preventif.
