Abstract
Desa Watudiran di Kabupaten Sikka merupakan wilayah dengan kondisi geografis semi-arid yang menghadapi keterbatasan akses air bersih akibat ketergantungan pada air hujan dan minimnya infrastruktur penyediaan air. Ketidakseimbangan antara kebutuhan dan ketersediaan air bersih berdampak pada rendahnya produktivitas masyarakat serta meningkatkan risiko penyakit akibat sanitasi yang buruk. Ketahanan air di desa ini menjadi isu strategis yang perlu segera diatasi melalui solusi yang terencana dan berkelanjutan, guna menjamin pemenuhan hak dasar masyarakat atas air bersih. Penelitian ini bertujuan untuk menganalisis kelayakan investasi pembangunan jaringan distribusi air bersih di Desa Watudiran dari aspek teknis dan finansial. Proses analisis dilakukan dengan menghitung proyeksi kebutuhan air berdasarkan pertumbuhan penduduk, perencanaan hidraulik menggunakan metode Hazen-Williams, serta simulasi distribusi tekanan melalui perangkat lunak EPANET. Evaluasi finansial mencakup perhitungan Net Present Value (NPV), Internal Rate of Return (IRR), Payback Period (PP), dan Benefit Cost Ratio (BCR). Data penelitian diperoleh dari pengukuran debit mata air, survei lapangan, dan dokumen resmi pemerintah desa. Hasil penelitian menunjukkan bahwa pada tahun desain, kebutuhan air sebesar 153.540 liter/hari (1,78 liter/detik) dapat dipenuhi oleh kapasitas sumber mata air sebesar ±10,94 liter/detik. Nilai investasi yang dibutuhkan sebesar Rp1.287.269.000 dengan waktu pengembalian modal (Payback Period) selama 9 tahun 1,6 bulan. Nilai NPV sebesar Rp80.253.656, IRR sebesar 10,79%, dan BCR sebesar 1,05 mengindikasikan bahwa proyek ini layak secara finansial. Tarif air ditetapkan sebesar Rp4.687/m³ di luar biaya administrasi, menggunakan pendekatan full cost recovery. Penelitian ini diharapkan dapat menjadi referensi bagi perencanaan infrastruktur air bersih di wilayah semi-arid lainnya. Kata kunci: Kelayakan Investasi, Air Bersih, Desa Watudiran, Proyeksi
