Abstract
Kabupaten Gresik bagian selatan menunjukkan perkembangan pesat di sektor permukiman, pertanian, dan industri, sehingga memerlukan peningkatan kualitas infrastruktur jalan, khususnya pada ruas Bringkang–Lampah. Kondisi eksisting yang rusak mengganggu kelancaran distribusi logistik dan mobilitas masyarakat, sehingga diperlukan kajian komparatif terhadap jenis perkerasan lentur (aspal) dan perkerasan kaku (beton) dari sisi biaya dan waktu pelaksanaan sebagai dasar pengambilan keputusan teknis yang efisien dan berkelanjutan. Penelitian ini menggunakan pendekatan perencanaan teknis berdasarkan Manual Desain Perkerasan Jalan (MDPJ 2017) untuk perkerasan lentur dan Pd T-14- 2003 untuk perkerasan kaku. Data diperoleh dari survei lalu lintas harian rata-rata (LHR), uji DCP untuk daya dukung tanah, serta proyeksi lalu lintas selama 20 dan 40 tahun dengan asumsi pertumbuhan tahunan 3,5%. Analisis dilakukan terhadap dimensi struktur, total biaya konstruksi, serta waktu pelaksanaan kedua metode, dengan mempertimbangkan pemanfaatan struktur eksisting untuk efisiensi. Hasil analisis menunjukkan bahwa perkerasan lentur membutuhkan biaya Rp29,6 miliar (umur 20 tahun) dan Rp60,84 miliar (umur 40 tahun) dengan waktu pelaksanaan sekitar 14 hari. Sebaliknya, perkerasan kaku membutuhkan biaya Rp25,17 miliar dan Rp55,13 miliar dengan durasi pelaksanaan antara 195 hingga 230 hari. Meskipun perkerasan kaku memerlukan waktu lebih lama, namun dengan umur layanan yang dua kali lipat serta frekuensi pemeliharaan yang lebih rendah, perkerasan kaku dinilai lebih ekonomis dan layak diterapkan pada ruas jalan dengan volume lalu lintas berat dan umur rencana jangka panjang.
