Abstract
This study aims to analyze the implementation of e-governance through the SAMIN (Investment Information Facility) Program by DPMPTSP (Investment and One-Stop Integrated Service Office) of Bojonegoro Regency. The SAMIN program is a digital innovation in public services designed to simplify the process of business licensing and reporting of investment activities through a web-based platform. The focus of this research covers three main aspects of e-governance, namely Government to Citizen (G2C), Government to Business (G2B), and Government to Government (G2G) The method used in this research is descriptive qualitative with a field study approach. Data were collected through in-depth interviews, observations, and documentation of DPMPTSP and businesses that use the SAMIN platform. The results show that the SAMIN Program is able to increase the effectiveness of public services in the licensing and investment sectors, especially through information transparency, process efficiency and increasing public digital literacy. However, challenges include a lack of cross-agency coordination (G2G) and low digital literacy among small businesses. Overall, the implementation of e-governance in the SAMIN Program has contributed positively to strengthening the investment climate in Bojonegoro and creating a more responsive, transparent and participatory public service system.
