Abstract

The development of information technology drives transformation in various aspects, including public services such as population administration that is advancing day by day. In public service, it is essential to create new innovations such as Digital Population Identity (IKD) to enhance the quality of services to the community. Therefore, in realizing this policy, the government cannot act alone; it requires support and participation from the Manggarai Barat community. The Digital Population Identity application is a government initiative to create or provide more efficient and effective population services that are easily accessible digitally. The implementation of this policy in Manggarai Barat Regency still faces various challenges such as limited infrastructure, the level of digital literacy among the community, and the readiness of human resources. The purpose of this study is to understand and analyze how the implementation of digital-based population administration policies on the Digital Population Identification application (IKD) in West Manggarai Regency, East Nusa Tenggara, is carried out, and to identify or analyze the supporting and inhibiting factors of the implementation of digital-based population administration policies on the IKD application. The research method used is a qualitative descriptive research method, with data obtained through interviews, observations, and documentation. The results of the study also show that the implementation of digital-based population administration policies on the Digital Population Identification application (IKD) in West Manggarai Regency, East Nusa Tenggara, has been analyzed using The indicators from Van Meter and Van Horn, namely the objectives and goals of the policy, resources, characteristics of the implementing body, disposition or implementation body, communication between implementing organizations, and the social, economic, and political environment, have been functioning well according to their respective duties to enhance the innovation of Digital Population Identity (IKD). The conclusion obtained from the research indicates that the implementation of the digital-based population administration policy through the Digital Population Identity Application (IKD) is already very good. However, there are several factors that need to be specifically addressed by the government or the Department of Population and Civil Registration, such as network infrastructure, the lack of digital literacy among the public, limited knowledge about digitization, and the socialization that must continue to be developed by the Manggarai Barat Dispenduk directly, so that information about the Digital Population Identity Application can be disseminated evenly
