Abstract

This research aims to describe and analyze the process of community empowerment carried out through skill training programs at the UPTD Kampung Anak Negeri (KANRI) in Surabaya City. This research employs a qualitative approach using a descriptive method. Data were collected through in-depth interviews, direct observations, and documentation involving informants such as UPTD staff, training facilitators, and the children under care. Data analysis follows the interactive model of Miles and Huberman, which includes data reduction, data display, and conclusion drawing. The findings reveal that the empowerment process at UPTD Kampung Anak Negeri is carried out in three stages, as outlined by Wrihatnolo and Dwidjowijoto: awareness building, capacity building, and empowerment action. In the awareness stage, the children are introduced to their self-potential, talents, interests, and social rights. The capacity-building stage involves skill training such as boxing, painting, and cycling, along with character development and formal education support. Meanwhile, the empowerment stage is manifested through participation opportunities, facility support, and recognition of the children’s achievements and creations through competitions and other public events. Overall, the program has successfully increased the children's self confidence, independence, and social participation. However, challenges remain, such as the lack of collaboration with external parties in supporting sustained empowerment and the need for long-term mentoring. This study recommends strengthening continuous evaluation, expanding partnerships with external institutions, and developing post-training programs to ensure the sustainability and long-term impact of the empowerment efforts.
