Abstract
The Paving Production Labor-Intensive Program in Siwalankerto is an initiative of the Surabaya City Government based on Perwali No. 83 of 2023 for economic recovery, poverty reduction, and job creation. This has been running well even though it is still constrained by production equipment that is often damaged and marketing that is not widespread only to the city government. The main target is the poor as determined by village data. Participants are divided into two production teams, namely the SiwalanBerkah and JemurBerkah Teams. This study discusses the implementation of the Paving Production Labor-Intensive Program in an Effort to Overcome Poverty and also discusses the supporting and inhibiting factors of the implementation of the Paving Production Labor-Intensive Program in Siwalankerto Village. The purpose of this study is to analyze the Implementation of the Paving Production Labor-Intensive Program in Siwalankerto Village, Wonocolo District, Surabaya City and identify the supporting and inhibiting factors that influence the Implementation of the Paving Production Labor-Intensive Program in Siwalankerto Village, Wonocolo District, Surabaya City. The theory used is the implementation theory of Van Metter and Van Horn, by assessing 6 indicators in policy implementation, namely policy standards and targets, resources, communication between implementing agencies, characteristics of implementing agencies, social, economic and political environmental conditions and attitudes of implementers. The results of this study are that the study shows that this program is quite effective in increasing the income of the poor and creating job opportunities, although there are still challenges in the form of limitations in production and marketing tools that are not yet optimal. Therefore, technical improvements and market development are needed to increase the effectiveness of the program in a sustainable manner.
