Abstract

The Lack of proper information and awareness regarding scholarship programs for the poor is also a significant problem. Many families in rural areas, including in Ngawi Regency, are unaware of the existence of scholarship programs or do not understand how to register their children to receive assistance. This may be caused by limited access to information or limited parental education, as they do not understand the benefits and processes of scholarship applications. Furthermore, ineffective communication channels between the government and the community often result in slow information dissemination. This means that the potential of scholarship programs has not been optimally utilized, and some groups of poor students are overlooked in the scholarship selection process. To overcome these obstacles, a more comprehensive communication strategy is needed that includes various channels, including local media, and the involvement of public figures. Based on the analysis of stakeholder roles in scholarship programs to improve human resources in Ngawi Regency, it can be concluded that this program has not been running optimally. This causes many underprivileged communities who are the main targets of the program to not receive information about scholarship programs.
