Abstract

This study aims to describe and analyze the implementation of Surabaya Mayor Regulation Number 106 of 2022 concerning the procedures for collecting, processing, and utilizing data on poor families, with a case study in Sawahan District, Surabaya City. The analysis is based on the four variables of policy implementation according to the Street-Level Bureaucracy theory by Michael Lipsky, which emphasizes the critical role of frontline bureaucrats in the implementation of public policy. The four key variables examined are: discretion, resources, inter-agency coordination, and community interaction. This research uses a qualitative method by combining both primary and secondary data sources. Data were collected through observation, interviews, and documentation. The data were then analyzed through the stages of data collection, data presentation, data reduction, and conclusion drawing. The findings indicate that the implementation of Mayor Regulation No. 106 of 2022 in Sawahan District is underway but not yet fully optimal. Although the policy has been implemented according to procedures, frontline implementers, particularly at the RT/RW (neighborhood) and sub-district levels, often exercise discretion to adjust to real community conditions that are not recorded in administrative data. Limitations in human resources, lack of supporting facilities such as work tools and internet access, and high workloads are the main obstacles in the data collection process. Inter-agency coordination occurs in a hierarchical manner but is not fully effective due to persistent miscommunication and unsynchronized information. Furthermore, although the community is involved through RT/RW forums and sub-district deliberations, resistance and confusion still occur due to the lack of comprehensive outreach, affecting both the accuracy and acceptance of the collected date
