Abstract

The implementation of Surabaya Mayor Regulation No. 16 of 2022 on Reducing the Use of Plastic Bags, as a response to the high volume of plastic waste that is difficult to decompose and has a negative impact on the environment. With the increase in population and consumption in Surabaya City, the problem of plastic waste is becoming increasingly serious, especially in the Benowo Landfill (TPA) which has almost reached its maximum capacity.Through a qualitative approach and Mazmanian and Sabatier's implementation theory, this research highlights five main aspects of policy implementation, namely: policy outputs by implementing organizations, conformity of outputs with target groups, actual impacts, expected impacts, and policy improvements. The research was conducted at the Environmental Agency and Nginden Gotong Royong Market as field study locations.The findings show that this policy has been translated into socialization and an official ban on the use of plastic bags in shopping centers and traditional markets. However, its implementation is still not optimal. There are still many market traders who use plastic bags because they are considered cheap and practical, while the community has not fully understood the importance of plastic reduction. In addition, the absence of strict sanctions and the lack of alternative environmentally friendly bags are also inhibiting factors.This research emphasizes that the success of this policy is highly dependent on cross-sector coordination, continuous socialization, and active community participation. In addition, periodic evaluation and improvement of regulations, including strengthening law enforcement aspects and incentives for compliant businesses, are needed so that the policy can run more effectively and have a long-term impact on reducing plastic waste in Surabaya.
