Abstract

This study discusses the importance of implementation of the Bersama Lindungi Anak (BERLIAN) Program conducted by the Office of Women Empowerment, Child Protection, and Family Planning (DP3AKB) of Sidoarjo Regency. This research employs the policy implementation theory by Van Meter and Van Horn, which emphasizes that the success of policy implementation is influenced by six main variables: policy standards and objectives, resources, characteristics of implementing agencies, disposition of implementers, inter-organizational communication, and the socio-economic and political environment. Data collection was carried out through interviews, observations, and document analysis, with data sources including of Women's Empowerment, Child Protection, and Family Planning (DP3AKB), the Regional Technical Implementation Unit for Women and Child Protection (UPTD PPA) of Sidoarjo Regency, the Women and Child Service Unit (Unit PPA), and the principals of MTs Darussalam Pejangkungan Prambon, SMP Negeri 2 Tulangan, and SD Negeri 1 Pilang, as representatives of schools receiving the program. The research findings indicate that the implementation of the BERLIAN program has been quite effective based on Van Meter and Van Horn's theoretical variables, with active support from parents and schools, effective cross sectoral coordination, and responsive implementer attitudes. However, challenges still exist, including budget limitations due to political dynamics and a lack of response to requests for further outreach from schools. These findings suggest that strengthening the external environmental aspects and implementer disposition is necessary to enhance the program's effectiveness in the future.
