Abstract

This study aims to evaluate the implementation of protection policies for Indonesian Migrant Workers (PMI) in East Java Province using the CIPP evaluation model (Context, Input, Process, Product) developed by Daniel Stufflebeam. The research is motivated by the high number of PMI placements from East Java and the various problems they face, such as non-procedural placements, unpaid wages, human trafficking, and low digital literacy. A descriptive qualitative approach was employed, with data collected through observation, in-depth interviews, and documentation involving informants from the East Java Manpower and Transmigration Office (Disnakertrans Jatim), the UPT P2TK, and former PMI. The findings indicate that the implementation of PMI protection has improved through the provision of facilities such as the One-Stop Integrated Service (LTSA), digital service platforms through SIMPADU-PMI, and repatriation assistance. However, significant challenges remain, including limited human resource capacity in digital service adaptation, persistent broker practices in remote PMI-source areas, high placement costs, and suboptimal supervision of brokers and prospective migrant workers. Overall, the implementation of East Java Regional Regulation No. 2 of 2022 has progressed well, yet still requires stronger cross-sectoral coordination and increased effectiveness in field execution.
