Abstract

This study aims to evaluate the empowerment policy for fish farmers in Sidoarjo Regency as an effort to strengthen food security and enhance the effectiveness of programs that support sustainable food resilience in the region. The research adopts the CSE-UCLA evaluation model developed by Alkin in 1969, which emphasizes four key indicators of success: Need Assessment, Program Planning, Formative Evaluation, and Summative Evaluation. A qualitative descriptive method was used, with data collected through observation, interviews, and documentation. The findings indicate that the empowerment policy has led to significant improvements in productivity and the welfare of fish farmers. Technological interventions, such as the biofloc system, along with training, have increased technology adoption. Although the average income of fish farmers has improved, access to capital remains a major challenge. The implementation of direct distribution has reduced dependence on middlemen, and the E-REBON application has facilitated administrative services. Recommendations to improve program effectiveness include better water quality management, easier access to capital, and further development of aquaculture technology. Multi-stakeholder collaboration and periodic evaluations are also essential to achieving better outcomes.
